Lawyer Mabiziri sues Kabaka Mutebi again

Mabirizi is this time seeking a temporary injunction from the appellate court to block the Kabaka and his institutions like the Buganda Land Board and Enkuluze from proceeding with the scheduled Mass Settlers' Registration and Ground Rent (Busuulu) Collection, slated to commence on October 1st, 2023. 

The primary targets of this exercise are settlers on officially registered mailo land under the king's name.

Mabirizi wants the registration exercise to be stayed until the same court has heard and delivered its judgment on the main lawsuit he filed in 2022, challenging Kabaka's actions regarding Mailo Land.

In his principal legal action, he alleges that the King is unlawfully imposing land registration fees and intimidating people residing on Mailo land.

He also contends that the King is collecting a 10% charge on the sale value of land/kibanja situated on this land, and challenges the Kabaka's assertion of being a landowner of the mailo land and his collection of money from non-leasee Buganda residents living on this land.

Since 2015, Mabirizi has filed numerous land-related lawsuits and applications against the Kabaka of Buganda, most of which have not progressed through the legal system.

These lawsuits have included unsuccessful attempts to compel the King to appear in court personally, as well as efforts to force the King to disclose his income from land rent and halt the land registration process.

In his most recent petition, Mabirizi has asked the court of appeal to prohibit various government entities, including the Attorney General, Courts of Judicature, Ministries, Uganda Police Force, Uganda People's Defence Forces, Kampala Capital City Authority, and Local Governments, from providing support, recognition, and protection to the Kabaka and activities related to land
