Joseph Sabiti, a former NBS TV journalist and currently the Principal Press Secretary to<a target="_self" class="editor-link" href="https://www.pulse.ug/articles/news/speaker-among-dismayed-as-nrm-mps-shun-ssegirinya-sendoff-session-2025011007030433168"> the Speaker of Parliament,</a> is vying for the Okoro County seat in Zombo District.

Former Urban TV and NTV Uganda presenter Miles Rwamiti Apuuli wants to challenge Joel Ssenyonyi for the Nakawa West seat.

In the 2021 general elections, Rwamiti contested for the Hoima East MP seat under the <a target="_self" class="editor-link" href="https://www.pulse.ug/articles/news/kalifah-aganaga-handed-fdc-flag-for-kawempe-north-by-election-2025020509023126799">Forum for Democratic Change (FDC) party</a> but secured only 149 votes.

Winfred Bagaaya Akiiki is in the race for Woman Member of Parliament for Fort Portal City <a target="_self" class="editor-link" href="https://www.nrm.ug/">under the National Resistance Movement (NRM) </a>party.

Bagaaya has an extensive background in the media industry, specialising in politics and current affairs. She is also a philanthropist, an agriculture enthusiast, and a businesswoman.

The Criminal Investigations Directorate (CID) has arrested nine senior officials from the Ministry of Finance over their alleged involvement in the fraudulent diversion of Shs 60 billion (approximately USD 15.7 million) through the Bank of Uganda (BoU).

Among those arrested is Accountant General Lawrence Semakula, a key figure in Uganda’s financial management. Others in custody include Jennifer Muhurizi, Mubarak Nansamba, Tony Yawe, Paul Lumala, Mark Kasuku, a one Nayebare, Judith Ashaba, and Deborah Kusiima.

Police spokesperson Rusoke Kituuma confirmed the arrests, stating, “Investigations into the missing billions have been ongoing, and we have now taken nine Ministry of Finance officers into custody.”

Deputy BoU Governor Michael Atingi-Ego denied claims that the Central Bank’s financial system had been hacked, clarifying that the fraudulent transactions originated externally.

“Bank of Uganda is a paying entity. We received instructions to pay, and we acted accordingly. However, the fraud incidents were initiated outside our systems,” he explained.

Investigations revealed that USD 6.134 million meant for the World Bank was misdirected to Roadway Company Limited via MUFG Bank in Japan on 12 September 2024. A second transaction of USD 8.596 million, earmarked for the African Development Fund, was fraudulently sent to MJS International London in the UK on 28 September 2024.

BoU has managed to recover USD 8.205 million from MJS International and returned it to the government’s consolidated fund. However, efforts to retrieve the funds sent to Japan have been complicated by MUFG Bank’s lack of cooperation.

Faridah Nambi, daughter of the ruling National Resistance Movement (NRM) National Vice Chairman, Hajj Moses Kigongo, has been selected from a pool of seven contenders to carry the NRM flag.

She is contesting in the Kawempe North Member of Parliament by-election, which will fill the vacancy left by the late Muhammad Ssegirinya, who passed away on 9 January 2025.

In 2021, Nambi was also nominated as the NRM flagbearer in the Kampala Woman MP race, where she faced off against opposition National Unity Platform (NUP) candidate Shamim Malende.

Nambi now replaces Tom Fisher Kasenge, who carried the NRM flag in the 2021 general elections but was defeated by Muhammad Ssegirinya.

On the opposition side, several candidates, including lawyer Erias Luyimbazi Nalukoola, have submitted their applications to the NUP, seeking the party’s endorsement.

The Kawempe North MP by-election is scheduled to take place on 13 March 2025.

The Uganda Police has named individuals allegedly behind a rising wave of mobile fraud targeting WhatsApp users, warning the public to remain vigilant against their tactics.

According to Police Public Relations Officer ACP Kituuma Rusoke, authorities have received numerous reports of cybercriminals hijacking WhatsApp accounts and using them to swindle unsuspecting individuals.

"We have received numerous reports regarding hackers and fraudsters targeting mobile telephone users," ACP Rusoke stated in a press release issued on Monday, February 3.

He identified the suspects as Dr. Howell Kirui (+254735002953), Dominic Kosek (+254754033882), Ezra (+254787947086), and Kibet Kinandet (+254105218443).

These individuals allegedly block a victim’s WhatsApp account and send a verification code, falsely claiming that the user needs to send money for the registration process.

"They further persuade you to send additional money with promises of receiving large sums on your MTN line via Safaricom," ACP Rusoke added.

Once the fraudsters gain access to a victim’s WhatsApp, they send messages to contacts and groups, falsely claiming the victim has received millions of shillings, creating a ploy to extract more money from unsuspecting users.

The police have urged the public to remain cautious, report cases of mobile fraud, and avoid engaging with suspicious messages. Victims are encouraged to report incidents to law enforcement and only rely on official communication channels provided by service providers.

Authorities have reiterated the need to never share verification codes, passwords, or personal details with unknown individuals, as cybercriminals continue to exploit digital platforms to defraud users.

Martha Okumu Ringa, a Ugandan diplomat stationed at the Ugandan Embassy in Rome, has died.

Margaret Kafeero, Head of Public Diplomacy at the Ministry of Foreign Affairs, revealed that Okumu Ringa suffered a compound fracture in an accident at her duty station last week. She successfully underwent an initial surgery and was scheduled for a second procedure on Saturday.

"Last night, while a nurse was attending to her, she suffered a heart attack," Kafeero said.

Okumu Ringa was the daughter of former Minister of Public Service and business philanthropist Patrick Aloysius Okumu Ringa, who passed away in 2023.

Foreign Ministry Permanent Secretary Vincent Bagiire confirmed that the ministry is making arrangements to repatriate her body to Uganda for burial.

Okumu Ringa dedicated over a decade to Uganda’s diplomatic service, holding key positions at the Ministry of Foreign Affairs and various foreign missions.

Between 2013 and 2018, she served as a Foreign Service Officer at the Uganda High Commission in Pretoria, South Africa. She was responsible for advancing Uganda’s interests in South Africa, Namibia, Swaziland, Botswana, Lesotho, and Zimbabwe, managing visa and consular services, representing Uganda in official engagements, and supporting the Ugandan diaspora.

Before her posting in Pretoria, she worked at the Ministry of Foreign Affairs in Kampala as a Third Secretary from 2009 to 2013.

In this role, she played a crucial part in regional diplomacy, coordinating Uganda’s engagements with the East African Community (EAC) and the International Conference on the Great Lakes Region (ICGLR). She was particularly active in advocating for women’s rights and regional integration policies.

Ugandans have flooded social media with messages of mourning following the sudden death of Brigadier General Charles Oluka, the Director General of the Internal Security Organisation (ISO).

Gen. Oluka passed away on Wednesday evening, January 29, after being rushed to Seguku Hospital for treatment.

The tragic news has left many in shock, with several public figures expressing their condolences.

Daudi Kabanda, the Kasambya County Member of Parliament and Secretary-General of the Patriotic League of Uganda, shared a heartfelt message on X: “May your soul rest in peace, Brig. Charles Oluka.”

Faruk Kirunda, the senior presidential assistant on press and mobilization, also took to X to express his sorrow: “Sad news coming in of the sudden death of the Director General, Internal Security Organisation (ISO), Brig. Gen. Charles Oluka. He died at Seguku Hospital where he was rushed this evening. Details to follow... May his soul rest in eternal peace!”

Former Minister Mike Mukula expressed his deep sadness, saying, “I am deeply saddened by the news of the tragic and devastating demise of our beloved comrade Brigadier General Charles xRay Oluka (RIP). The Director General of ISO. A true epitome of humility and courage, a great patriot and nationalist. I mourn his loss with his family and our gallant UPDF.”

Deputy Speaker of Parliament, Thomas Tayebwa, also shared his condolences: “With sadness, I’ve learnt of the death of Brig. Gen. Charles Oluka, Director General, Internal Security Organisation. Brig. Oluka was such a fine gentleman who enhanced teamwork and raised the profile of ISO. His dedication to work and commitment to his country were unrivalled. The co-founder of Galaxy FM and TV reflected on the harsh reality of death: “Death is cruel. So sad to learn of the sudden passing of Brig. Gen. Charles Oluka, the DG of ISO. Dr. Ismael Matovu, a 25-year-old graduate who recently completed his Bachelor of Science in Medicine and Surgery at Makerere University, is among the 14 candidates vying for the Kawempe North parliamentary seat in the upcoming by-election.

Dr. Matovu has outlined a comprehensive plan to address some of the most pressing issues in the constituency, including unemployment, poor healthcare standards, and inadequate infrastructure.

“The biggest challenge in Kawempe is unemployment,” said Matovu. “We need policies that promote social-economic transformation for our people. This includes enhancing financial literacy, vocational training, and industrial development.”

At the core of Dr. Matovu’s campaign is his focus on creating opportunities for youth. He proposes establishing vocational institutes in every parish, a move he believes will empower young people to become job creators rather than job seekers, thereby tackling the high unemployment rates in the area.

“I will collaborate with stakeholders such as the central government, Buganda Kingdom, and civil society organisations to ensure that every parish has a vocational institute. This initiative will address the overwhelming unemployment levels in Kawempe,” Matovu explained.

In addition to job creation, Matovu has committed to advocating for better healthcare and improved infrastructure in the constituency. His vision includes raising community health standards and addressing Kawempe’s persistent drainage challenges, which have long hindered the area.

Dr. Matovu also plans to push for fair wage policies, particularly for labourers, many of whom, he claims, are exploited with wages that do not reflect the work they perform. “I will advocate for continued support for the elderly, marginalised groups, and policies that combat labour exploitation,” he emphasised.

Voters in Kawempe North will head to the polls in early March to elect a new parliamentary representative to replace the late Muhammad Ssegirinya.

Travellers affected by the cancellation have been advised to contact the airline’s Global Call Centre for further assistance. "For more information about your flight, please contact our Global Call Centre on +256 200 406 400," Uganda Airlines stated.

The airline has also urged passengers to stay updated through its official communication channels, including its website and social media platforms.

This development follows similar disruptions by other airlines operating in the region as security concerns persist. Uganda Airlines assured customers that once stability is restored, flights to Kinshasa will resume as planned.

Ddane voiced her frustration at the insensitive remarks, calling them inhumane. “I learnt that people can easily forget that others are human,” she wrote.

Some of her followers insisted she should clarify the cause of her body changes. “People are just curious. They’ve seen you looking fine, and now something seems different. Do you really expect them to stay quiet about it?” one user commented.

Lynda Ddane, whose full name is Ddane Uwamahoro, was born on Friday, October 25, 1994, in Nsambya, Kampala. Of Rwandan descent, she studied in multiple countries, completing her P7 at Kabojja Junior School before attending Nabisunsa Girls’ School. She later enrolled at Makerere University.

President Yoweri Museveni has issued an executive order streamlining the issuance of identification documents and passports to Ugandan citizens, citing complaints regarding bureaucratic hurdles and unnecessary scrutiny in proving citizenship.

This directive followed a meeting with the Banyarwanda community in Uganda, which comprises various groups, including Bavandimwe, led by businessman and activist Frank Gashumba, and the Ugandan-Banyarwanda Cultural Development Association (Umubano), whose leadership includes legislator Mukasa Mbidde.

Museveni noted that the 1995 Constitution of Uganda clearly outlines the three categories of citizenship, by birth, registration, and naturalization, stating that "the issue is not the law or any gaps in it but how the law is administered with regard to proof of citizenship by applicants for passports or other documents of identity."

In his directive, the President reaffirmed that every Ugandan citizen has the right to a passport or travel document and the right to enter, leave, and return to Uganda.

He instructed officials at the Directorate of Citizenship and Immigration Control (DCIC) to adhere to Section 40 of the Citizenship and Immigration Control Act, which requires only a National Identification Number (NIN) and any other legally prescribed requirements for passport issuance.

"The concerned authorities or institution must also properly address themselves to the provision of the 1995 Constitution and the laws enacted regarding determination of citizenship or registration of persons," Museveni stated. He emphasised that no extra requirements beyond those provided by law should be imposed on applicants.

The President underscored that citizenship by birth is inherent and should not be treated as a privilege granted by immigration officers. He ordered that there must be a presumption of citizenship unless an immigration officer has concrete and reliable evidence disputing an applicant’s claim.

"It is the duty of the immigration officer to bring forth evidence that the information submitted by the applicant regarding their citizenship by birth is inaccurate and forward the same to NIRA for appropriate action," he directed.

Museveni also warned against the arbitrary confiscation or cancellation of National Identity Cards by immigration officials, stating that due process must be followed.

He clarified that DCIC does not have the mandate to investigate citizenship by birth and should refer any questionable cases to the National Identification and Registration Authority (NIRA) as per the Registration of Persons Act.

Additionally, he specified that documents required for registration by NIRA, such as birth certificates, voter’s cards, driving permits, and baptism certificates, should be accepted as proof of identity. If an applicant lacks these, a relative may identify them under oath through a statutory declaration.

"The requirements for acquisition of passports or other identification documents must apply to all applicants equally, regardless of tribe, ethnicity, or community," Museveni instructed. He further directed that local authorities, including Local Council chairpersons, Gombolola Internal Security Officers, and Resident District Commissioners, be involved in verifying applicants.

If a person is later found to have fraudulently obtained an identity document, it may be revoked.

The President also addressed a legal gap in the current citizenship laws, noting that children born to citizens by birth or naturalization are not automatically granted citizenship. He directed the Minister of Internal Affairs and the Attorney General to "immediately have this anomaly addressed."

This directive is expected to ease the passport and ID issuance process, ensuring that all eligible Ugandans can access their rightful documents without unnecessary delays or discrimination.
