MPs urge government to prioritise development of industrial parks nationwide

Ugandan lawmakers have urged the government to prioritise the development of industrial parks across the country, expressing concerns about unused land designated for industrial growth. During a plenary session chaired by Speaker of Parliament Anita Among on October 3, MPs highlighted delays in establishing these parks.

Milton Muwuma (NRM, Kigulu County South) raised concerns over unutilised land in Iganga District, earmarked for an industrial park in Busolwe, noting the lack of progress despite repeated visits by former Prime Minister Ruhakana Rugunda.

Similarly, Pius Wakabi (NRM, Bugahya County) pointed out that land acquired eight years ago in Kabale Sub County, Hoima District, remains undeveloped, with encroachment by unknown individuals.

Ntoroko County MP, Ibanda Rwemulikya, referenced Fort Portal City, where secured land has yet to be developed for an industrial park. He emphasised the economic benefits it would bring to the region, particularly its proximity to Congo.

Martin Ojara Mapenduzi (Indep., Bardege-Layibi Division) questioned the fate of a planned industrial park in Gulu District, where land was provided over 13 years ago but no progress has been made.

Karim Masaba (Independent, Industrial Division) raised concerns about the Shs32 billion meant for infrastructure in Mbale Industrial Park, which remains unreleased.

The MPs' concerns follow a report from the Public Accounts Committee on the Uganda Investment Authority’s (UIA) financial statements for the year ending June 30, 2023, noting UIA’s lag in meeting a directive to establish 22 industrial parks by 2020.

Minister of State for Finance, Evelyn Anite, cited cash flow challenges as the cause of delays, specifically affecting Mbale and Kapeka parks, and noted that funding for development in some regions like Acholi was not yet secured.

She also assured Parliament of a treasury memorandum within six months to address the financial recommendations made by the Committee.
