Paul Mukisa, a builder working on Saha's mansion, encountered two men standing guard as builders dug what appeared to be a house foundation in the road on his way to Saha's. The two men harassed Mukisa, who took offense but thought it wise to report to Saha's guards than get into an altercation with the menacing individuals.

Once news reached Saha, he got in touch with the LC1 chairman to intervene. One Robert Majje ga Saha and his friend Coco J recounted the dispute saying that they had used the road the night before to get home and there was nothing unusual about it.
However, when Mukisa reported in the morning they were surprised to find concrete and stones piled in the parameter of the roadway. The group promptly got into a heated argument with the construction engineers before the chairman summoned police to prevent any violent escalation.
A few residents chastised Katusiime for interrupting their movement without consulting with the law, which the chairman says states that "before constructing in a road that is part of the plot, one has to first create an alternate path."
Some of the locals revealed that it is not the first time Katusiime has attempted to construct on the road, which landed her in court on previous attempts.
As they await a court ruling, Katusiime has apparently stepped up her game by hiring armed bodyguards to oversee her project.
