Balaam names his biggest worry as Youth Minister

Balaam Barugahare, the state minister-designate for children and youth affairs has highlighted some of his fears as he takes up leadership in the central government.

First, Balaam is worried he might not be effective in serving Ugandans under his docket because of a lack of support for youth affairs higher up in the government.

There is a possibility that we gather all the concerns and issues affecting the youths and take them to the government, and the government just doesn't care,” he said

That will be a big challenge. But I hope that if we gather all these issues from all around the country and put them into writing and take them to the appointing authority, there will be a change.

Balaam is also worried about the budget allocation for the Ministry of Gender, Labor and Social Development where he was deployed, which handles the affairs of the biggest chunk of the national population.

“My Ministry deals with 75% of the population, and yet the ministry often doesn't have a sufficient budget. In that case, we might not be able to fight youth unemployment and help our young people in different other ways.”

President Yoweri Museveni on Thursday, March 21 appointed Balaam as the State Minister for Children and Youth Affairs, replacing Sarah Mateke.

Balaam is one of the key mobilizers of First Gen Muhoozi Kainerugaba and Vice Chairperson of the Patriotic League of Uganda.

Speaking to the media about the appointment on Friday, he said, he had received permission from his boss, Gen Muhoozi to take up the government job.

Gen Muhoozi was also named the Chief of Defense Forces in the Thursday changes announced by the President.
