‘People who got us fired wanted bribes’ - David Luyimbazi

David Luyimbazi, former Deputy Executive Director of the Kampala Capital City Authority (KCCA), has spoken out following his dismissal, along with two other top officials, from the authority. In a radio show on CBS last night, Luyimbazi claimed that those involved in recommending their termination were themselves seeking bribes and were corrupt.

Corruption is everywhere. Even the people who are investigating and those that caused our termination are corrupt. The people who are calling us corrupt have been looking for bribes from us,” Luyimbazi stated, without directly naming any individuals from the Inspector General of Government's (IGG) office.

His comments come in response to the findings of an IGG report that led to President Yoweri Museveni's decision to terminate key KCCA officials over their alleged negligence related to the Kiteezi Landfill disaster.

Luyimbazi’s dismissal, alongside that of KCCA Executive Director Dorothy Kisaka and Dr Okello, Director of Public Health, was part of a decisive response by the President to the IGG report. The report accused the officials of criminal negligence in connection with the Kiteezi Landfill incident, which resulted in loss of life, and directed the Criminal Investigations Department (CID) to investigate the alleged negligence further.

In defence of his work, Luyimbazi challenged the IGG’s accusations, calling for transparency and evidence.

Like right now, they are saying that we slept on the job and people in Kiteezi lost their lives. I would like to challenge them to bring evidence that shows that we slept on the job. That is all I want,” he asserted.

While the IGG report highlighted severe shortcomings, Luyimbazi insisted he had not seen the actual document presented to the President and demanded proof to substantiate the claims against him.

Luyimbazi’s statements cast a critical eye on the systems of accountability within government offices. He expressed a wish for those in supervisory roles and responsible for holding others accountable to face the same scrutiny.

My wish is for people who supervise and run accountability for government offices to be arrested because they are all corrupt,” he claimed, suggesting that corruption permeates various levels of government.

The President’s office announced that the dismissed positions at KCCA would be filled through a transparent recruitment process, with the Public Service Commission tasked to advertise the roles of Executive Director, Deputy Executive Director, and Director of Public Health. In the interim, the Minister for Kampala is expected to advise on temporary appointments to maintain the authority’s operations.

While President Museveni’s decision was framed as an effort to uphold accountability and high standards of governance, Luyimbazi’s comments highlight an ongoing debate about corruption within Uganda’s public sector and the integrity of the processes used to address it.
