He died on Sunday night and his death was confirmed by UNEB Spokesperson Jennifer Kalule on Monday, July 22.

Bukenya, who retired from UNEB on March 31, 2016, was initially called out of retirement in 1997 to lead the organisation, having previously served as an accountant.

He took over from David Livingstone Ongom, who had been dismissed by the government.

At the time of his appointment, UNEB was grappling with widespread examination malpractices.

Under Bukenya's leadership, the board made significant strides in curbing these issues. His team introduced measures such as concealing the identities of examiners and dismissing those who revealed their identities.

They also ceased the practice of ranking the best students by district to reduce unnecessary competition among schools.

By the time of his retirement, Bukenya had been at the helm of UNEB for over 17 years, surpassing the mandatory retirement age for public sector employees.
