KCCA, Police say rubber bullet survivor compensation 'impossible'

KCCA and police say Kampala shooting victim compensation impossible
  • KCCA enforcement shooting victim wants her face restored.
  • KCCA and Police insist action has been taken to give her justice, further action deemed difficult.

The Kampala City Council Authority (KCCA) and Uganda Police have come under fire from rubber bullet victim during an enforcement operation to evict vendors at Old Taxi Park in March 2020. She wants her teeth back.

The victim, Lowena Rachel Nankya, has been on the mend following the incident where unidentified officers on the KCCA enforcement team fired bullets in a crowd of hawkers and vendors to disperse them. One of the fired rubber bullets caught Nankya, splitting her jaws, destroying a number of her teeth and deforming her face.

She has resurfaced in a private protest along with well-wishers holding placards with the demands "GIVE ME BACK MY TEETH" since her family's efforts to get compensation for the damage where swatted by the two authorities.

After the incident, Nankya's family asked KCCA and Police to compensate them with one billion shillings. The compensation has not been disbursed since then.

In a statement from KCCA, they stated that such a compensation could not be given out unless a thorough investigation was carried out to establish ground for it. The investigations, too, have not been carried out.

And according to Police, the officers who were responsible for the shooting have since been suspended.

Nankya has since received treatment from Mulago Refferal hospital where she was monitored until she stabilised. However, the ordeal left her in need of a facial surgery and new dentures, which she wants the responsible parties to fund.
