Kiteezi: Police detain fired KCCA bosses

Police in Kampala have detained three former senior officials of the Kampala Capital City Authority (KCCA) following allegations of criminal negligence in connection with the Kiteezi landfill disaster that claimed the lives of at least 35 people.

The officials, including sacked KCCA Executive Director Dorothy Kisaka, her former deputy David Luyimbazi, and former Director of Public Health Dr. Daniel Okello, were taken into custody at the Criminal Investigations Directorate (CID) headquarters on 16th October 2024, where they had reported for questioning.

According to police spokesperson ACP Rusoke Kituuma, the three appeared at the CID offices and were questioned for several hours before being detained.

As we communicated on Monday, October 14, 2024, we had summoned former KCCA Executive Director Dorothy Kisaka, former Deputy Executive Director David Luyimbazi, and former Director of Public Health and Environment, Dr. Daniel Okello. They appeared at CID headquarters today, October 16, 2024, and engaged with our team,” ACP Kituuma stated.

The detention of the three officials stems from an ongoing investigation into the tragic Kiteezi landfill incident, which occurred on 10th August 2024, when a massive garbage collapse buried houses at the landfill, resulting in the deaths of dozens and the destruction of property. The officials are accused of negligence for their failure to address safety concerns at the landfill, leading to the disaster.

ACP Kituuma confirmed that the former KCCA officials would face charges in court. “Arising from the ongoing prosecution-led investigation, the three former officials of KCCA have been detained and will be arraigned before the courts of law,” he added. However, the exact date for their court appearance has not yet been disclosed.

Dorothy Kisaka, who was appointed as the KCCA Executive Director on 23rd July 2020, following a recommendation by President Museveni and approval by the Public Service Commission, held significant responsibilities during her tenure.

Under the KCCA Act of 2011, she was tasked with overseeing the delivery of quality services in Kampala, managing public funds, promoting order and trade within the city, and providing technical advisory services to the Authority.

Ms. Kisaka replaced Jennifer Musisi, who resigned from her post in 2018. Her sacking, alongside other top officials, was announced in a press statement by State House on 24th September 2024, following an Inspector General of Government (IGG) report on the Kiteezi landfill disaster. While the August 10 incident was a primary factor in Kisaka’s dismissal, analysts believe there were other underlying issues that contributed to her removal.
