Prior to his appointment by Inspector General of Police (IGP) Abbas Byakagaba, Kituuma was a member of the Police Council, a role he assumed in 2023.
Assistant Commissioner of Police (ACP) Rusoke Kituuma has been appointed as the new police spokesman, succeeding Senior Superintendent of Police (SCP) Fred Enanga, who now serves as the deputy director for Interpol.

Kituuma, who holds a Master of Arts in Peace and Conflict Studies, has an extensive background in law enforcement.
He has served as the Regional Police Commander (RPC) for East Kyoga and Busoga East, the manager of security and enforcement at Kampala Capital City Authority (KCCA), and the Regional Police Commander for the Rwizi Region.
In addition to his Master’s degree, Rusoke Kituuma holds a Bachelor of Arts in Social Sciences from Makerere University, where he graduated in 2004, and a certificate in Institutional Leadership and Management from Uganda Management Institute.
Fred Enanga, who has been replaced by Kituuma, was first appointed as the police spokesman in 2014.
He was later succeeded by Assistant Inspector General of Police (AIGP) Andrew Felix Kaweesi in 2016.
When Enanga was initially appointed, he took over from Judith Nabakooba, who is currently the Minister of Lands, Housing, and Urban Development.
After the assassination of Kaweesi, AIGP Asan Kasingye, then the director of Interpol, was named the police spokesperson.
However, he was eventually replaced by Emillian Kayima by IGP Kale Kayihura.
Enanga returned to the position in 2019 after being reappointed by John Martins Okoth Ochola, who recently retired as IGP.
