Hudu Hussein, the former Resident City Commissioner (RCC) of Masaka City, has been transferred to Kumi District to serve as the Resident District Commissioner (RDC).
The transfer was confirmed by Yunus Kakande, the permanent secretary in the Ministry of the Presidency. Speaking to Daily Monitor, Kakande stated, "We have made only those two changes to strengthen administrations."
He explained that RDC transfers are not necessarily performance-related but are often intended to resolve challenges, such as language barriers.
"The RDC who was in Kumi may have faced a language barrier and was not performing well there, so you transfer him to a place where he can mobilise people effectively," Kakande added.
Ahamada Washaki, now the new RCC for Masaka, reflected on his tenure as Kumi RDC, citing significant challenges such as corruption and land grabbing during his two years in the role.
Hussein had been appointed RCC of Masaka in August 2024, following his previous position as RDC for Yumbe District. The August 2024 reshuffle saw President Yoweri Museveni appoint 146 RDCs and 163 deputies, along with 10 Regional Commissioners.
The appointments included Maj. Martha Asimwe as the head of the RDC secretariat, Sr. Grace Akiror as deputy head, and key regional appointments such as Kyabangi Nakato for Central Buganda, Fredrick Mbagadi Nkayi for Kampala Metropolitan, Fred Bamwine for Karamoja, Collins Gertrude Obedi for West Nile, Col. Oguli Damuzungu for Eastern, Lt. Col. James Mwesigye for Western, Dr. James Tweheyo for Rwenzori, and Alice Akello Opio for Northern Uganda.
