The structure will be used to address and solve existing challenges and grievances among affected persons in the surrounding pipeline districts of Sembabule, Lwengo, Rakai, and Kyotera among others.
The EACOP managing director John Bosco Habumugisha said the office will be a stronghold in supporting and implementing the land acquisition process for the right of way of the pipeline in Uganda and Tanzania. It will also be a meeting point for extensive engagement between EACOP and stakeholders where EACOP's services will be readily accessible.

“EACOP project is committed to a meaningful engagement with all its stakeholders based on principles of participation, respect for human rights, non-discrimination, empowerment, transparency and accountability and this office is here to realise the above principles,” he said.
Stella Amonyi, the EACOP communication lead, said Masaka is convenient for stakeholders in the pipeline districts so that they have easy and fast access to information and clarification on the project concerns.
At least 3,648 people will be affected by the project in the 30 metres right of way.
Achiles Mawanda, the Masaka City deputy mayor, said the EACOP offices will present opportunities as well as bridge the communication gap that has made a number of people develop a biased view of the project.

“We [people in Masaka region] are optimistic. Already we have benefited with a number of our children getting sponsored by EACOP in technical institutions and now more opportunities are coming through the liaison office,” Mawanda said.
